Notes:
- we need a special grade report admin role: allow changes to grading periods that hae passed, weigh classes and build formulas for GPA's for the transcripts, set universal grading policies (grade map, grading period dates, weights etc)
- We need a transcript feature, a Grade Report feature, and a Gradebook.
